IN KAMPALA: MUSEVENI AGREES BUHWEJU DISTRICT BE SPLIT

President Yoweri Museveni has said the Electoral Commission needs to split Buhweju district into two constituencies because of its size and large population.
Museveni, who is continuing his special antipoverty programme for veterans of the liberation war, was touring Buhweju district Tuesday.
As a justification, he said that available statistics indicate that the population of Buhweju had over the years increased from 34,000 to 105,000 people presently.
“Buhweju should have two constituencies I agree,” Museveni said. 
He also said that the network of roads linking the district is difficult because of the hilly terrain and pledged to also tarmac the 15-mile road to the district from Bwizibwera in Mbarara.
He said that government will implement a uniform and standardise countrywide development plan to construct primary school at every parish in the country. Also, every sub-county in the country will have a secondary school, as well as a hospital in every constituency in the country.
He said that Buhweju district was one of the key areas that supported the National Resistance Army’s (NRA) liberation struggle by offering a large network of supporters, rebel contacts as well as an important base.
“It was here (Buhweju) and Semliki that we trained almost 9,000 fighters that helped capture Kampala,” Museveni said.
He said that when the NRA spread out from Luwero to open the western axis, the group had about 4,000 soldiers. However, Buhweju with a large network of organised supporters boosted the numbers which enabled NRA to capture the capital city.
The veterans had earlier in a memorandum pledged to continue supporting the NRM and requested for a financial boost to their Savings and Credit Cooperative as well as payment of their outstanding gratuity.
They said that out of the approved 122 beneficiaries for gratuity, only 72 have so far received their money.
Present were ministers Irene Mulong (energy), Eng. Abraham Byandala (works), Kamanda Bataringaya (primary education), and Bright Rwamirama (animal husbandry), Jessica Alupo (education and sports).
The President explained that he launched the veteran’s antipoverty drive after he was mobbed by a group veterans who wanted him to address their individual problems during last month’s Heroes Day commemorations in Nakaseke district.
Museveni also instructed the ministry of education and sports to ensure that repair works are carried out on Bistya Primary School which was used as a barracks by the NRA soldiers. He also said that the veterans would be provided with tea, and coffee seedlings for income generation.
The President introduced UPDF officers who are to work alongside Gen. Caleb Akandwanaho aka Salim Saleh to promote income generation amongst veterans’ families in the country.
The President also commissioned a 3 phase power line to supply electricity to Burere Tea factory which started in March 2011. He also commissioned the Presidential lodge, admisntration block and resident district commissioner’s office.
Buhweju constituency MP Ephraim Biraaro said as a result of extension of electricity to the area, many cottage industries have sprung up in food processing, welding, grain milling, milk cooling as well as lighting in schools.

IN KAMPALA: UNIVERSITY GIVES UGANDANS 40% DISCOUNT ON FEES

International University of East Africa has announced special scholarship packages for the August 2013 intake, where all Ugandans will receive a 40% discount.
According to the new vice-chancellor, Prof. Dawoud Shenouda, international students will receive a 20% discount. “The offer is to last for the full duration of the course,’’ he said.
Shenouda also promised to lift the standard of education  in the university, with new courses designed to meet the challenges of the day-to-day dynamic job market.

Speaking at a press briefing at their Kansangabased campus, Shenouda named the new courses as mobile and satellite telecommunications engineering, mechatronics and robotics engineering, mining engineering and petroleum engineering.
The vice-chancellor said they had about  500 students from west, east and central Africa, Europe and North America. All first-year students are given a free laptop to enhance e-learning. Hassan Alwi, a member of the Board of Trustees, said the staff is sourced from Asia, North America and East Africa.

The univeristy is licensed by the National Council for Higher Education. It will hold an Open Day for the public on July 30.

President Yoweri Museveni has spoken out on the issue of increasing pay for the teachers, judicial officers and public servants in the security field, outlining how the Government plans to deal with the matter.

In a detailed statement issued on Tuesday, the President also explained the Government’s tax policy and defended the imposition of taxes on water and kerosene.

“Everybody in Uganda needs to be reminded that the NRM never taxes production activities. We never tax machinery for factories coming into the country, raw materials, scholastic materials, medicine and agriculture. We only tax luxurious consumption — beer, perfumes, cigarettes and petrol,” the President noted.

“We added bottled water, kerosene and a few others this year because they are consumer items and we need money to build roads, dams and other items of infrastructure mentioned above,” Museveni added in a statement.

“If we do not expand the revenue base by attracting and retaining investments, how then shall we pay better salaries and develop more infrastructure?,” Museveni wondered.

He said the Government plans to use the additional revenue that will be generated during the next financial year (2014-2015) to “deal with the additional priorities such as the pay for judicial officers, teachers, public servants in the security field and scientists.”

He said this financial year, the Government’s priority will be investment in infrastructure — roads and electricity.

IN KAMPALA: MUSISI DENIES REPORT OF FAKE CITY LAND TITLES

The Kampala Capital City Authority (KCCA) executive director, Jennifer Musisi, has refuted allegations that the authority is issuing fake land titles.

This follows allegations by Yusuf Nsibambi, the Kampala District Land Board chairman, that since the board halted its business of managing and allocating land in Kampala, KCCA and the Uganda Land Commission took over the task illegally.

While addressing journalists at Speke Hotel in Kampala last week, Nsibambi said KCCA and the land commission were issuing land titles on land vested in the board.

He stressed that all the land titles issued were fake since the KCCA and the commission have no mandate to issue titles on behalf of the board.

However, Musisi said Nsibambi’s allegations were deliberately coined to cast KCCA in bad light.

She explained that the authority does not issue land tittles and leases, adding that the authority only houses the Kampala zonal land office, which is under the ministry of Lands, Housing and Urban Development.

Briefing journalists at the KCCA gardens, Musisi stressed that Kampala is not a district under the Constitution and cannot, therefore, have a district land board.

Musisi also clarified on court’s decision purportedly ordering KCCA to back off the land board, saying the only case brought against the authority is the matter which is before the Constitutional Court and has not been heard and determined by the court.

Speaking to New Vision last week, Jehoash Mayanja Nkangi, the chairman of the Uganda Land Commission, rubbished the allegations that they were purportedly conniving with KCCA to issue fake land titles in the city.

“Why should we ally with KCCA to issue fake land titles? That is defamatory. Let him present documentary evidence of the land we have sold in connivance with KCCA and the fake titles issued before we sue them,” Nkangi said.

He said according to the Constitution, once KCCA was formed, the land board ceased to be operational.

"NITAENDELEA KUPAMBANA NA WABISHI WASIOTAKA KUHAMA ILI KUPISHA MIRADI YA UJENZI"...MAGUFULI



WAZIRI wa Ujenzi, Dk. John Magufuli ameapa kupambana kwa kuwabomolea au kuwakomesha kwa njia nyingine, watu waliogoma kuhama kwa ajili ya kupisha miradi mbalimbali ya ujenzi inayotekelezwa na wizara yake.

Katika hilo, tayari amekwishatangaza uamuzi mzito wa kuruhusu kampuni ya ujenzi ya Jaspal Singh, kujenga barabara kwa kiwango cha lami kwa kuzizunguka nyumba za wakazi waliogoma kuhama na kukimbilia mahakamani akiamini kuwa wataondolewa kwa kugongwa na malori yatakayokuwa yakipita baada ya barabara hiyo kukamilika.

Pamoja na hilo, Dk. Magufuli amesema atazibomoa bila kulipa fidia nyumba za wananchi nane waliokataa kufanyiwa tathmini ili kupisha mradi wa ujenzi wa daraja la Kigamboni, endapo hawatabadili msimamo wao huo.

Uamuzi huo aliutangaza jana baada ya kufanya ziara ya kutembelea miradi mbalimbali katika Jiji la Dar es Salaam, ambapo alibaini kuwa miradi mingi inakwamishwa na wananchi wa maeneo husika.

Akiwa katika mradi wa ujenzi wa barabara ya Kigogo hadi Jangwani yenye kilomita 2.7, alishangazwa kuona mradi umesimama huku vifaa vikionekana kuwa na kutu kitendo ambacho kilimlazimisha ahoji.

Mhandisi Mshauri wa mradi huo, Mussa Ali pamoja na Mkandarasi Jaspal Hungh, walimueleza Magufuli kwamba kuna wananchi wenye nyumba 16 wamechukua fidia na kufungua kesi mahakamani kwa kudai kiasi walichopewa ni kidogo.

Aliongeza kuwa kesi hiyo imechukua zaidi ya miaka miwili bila kutolewa hukumu na kusababisha mradi kukwama.

TAMKO LA KIGOGO

Akizungumzia hilo Magufuli alisema: “Naomba tusiingilie mahakama lakini naagiza kuanzia leo (jana), anzeni kujenga barabara ya lami kwa kuzizungushia lami nyumba hizo na kuruhusu gari zipite, nadhani haitapita wiki kabla hazijagongwa na malori ya mchanga, sitaki kusikia Serikali inadaiwa fidia ya ucheleweshaji wa mradi.

“Pia naagiza kwamba mbele ya Mkuu wa Mkoa wa Dar es Salaam, Said Meck Sadiki kwamba meneja wa mradi fungua kesi dhidi ya wananchi hao waliochukua fedha za fidia na kwenda mahakamani, huo ni wizi.

“Serikali ikishinda kesi ya madai yao ya fidia ndogo, wao ndio watawajibika kujenga sehemu ya nyumba zao, hatuwezi kuchezea fedha kwani kuwafidia Sh bilioni 3.8 ambapo mradi wenyewe unagharimu Sh bilioni 7.6.

“Kuna mazoea yameibuka ya watu kuchezea Serikali na mahakama, sasa nasema katika miradi ya wizara yangu nitapambana nao watu wenye kiburi cha kuchezea vyombo hivyo,” alisema.

DARAJA L A KIGAMBONI

Awali akitembelea eneo la Kigamboni uliko mradi wa daraja la Kigamboni, Magufuli aliwataka wananchi nane waliokataa kufanyiwa tathmini ya nyumba zao ili kupisha mradi huo, kubadili msimamo wao haraka kabla ya Serikali haijazibomoa nyumba hizo kwa nguvu tena bila kulipwa.

Jumla ya watu 121 walitakiwa kuhama kupisha mradi huo ambapo kati yao 113 walikubali kufanyiwa tathmini na kulipwa jumla ya Sh bilioni 11.7, lakini nane walikataa.

“Nasema Serikali ikiamua kufanya ukorofi utakuwa mkubwa kuliko msimamo wako, sasa nasema hao waliokataa kufidiwa naomba wasiambulie patupu kabla hatua hazijachukuliwa, wakubali kuchukua kiasi kitakachothaminiwa haraka, sisi tukija tutabomoa na hatukulipi na mradi utaendelea.

“Naomba daraja hili likamilike na kukabidhiwa kwa Rais Jakaya Kikwete Januari 31, 2015 na kulifungua, sitaki kuona linafunguliwa na rais mwingine ambaye anaweza kusema yeye ndiye aliyejenga wakati ni uongo, aliyeweka jiwe la msingi ndiye atakayefungua,” alisema.

Mradi wa daraja la Kigamboni unagharimu Sh bilioni 214 na kati hizo asilimia 40 zinatolewa na Serikali wakati Mfuko wa Hifadhi ya Jamii (NSSF), unachangia asilimia 60.

Mbali na hilo, Dk. Magufuli ameagiza kuondolewa haraka wakazi wa eneo la Davis Corner, Temeke ambao licha ya kulipwa fidia ili kupisha ujenzi wa barabara ya Jet Corner hadi Temeke, wameshindwa kuhama mpaka sasa na badala yake kutumia fedha hizo kuendeleza ujenzi na kudai malipo mengine.

Magufuli alishangazwa kuona wananchi hao ambao wamegoma hadi sasa wamelipwa fidia Sh 15.8 huku mradi wenyewe ukiwa Sh bilioni 12 na barabara ikiwa haijakamilika.

Mradi wa mabasi ya kasi

Akikagua mradi wa mabasi yaendayo kasi jijini Dar es Salaam (DARTS), Magufuli alifurahishwa na kasi pamoja na kiwango cha ujenzi wa mradi huo, ambao utapunguza msongamano wa magari.

Meneja wa mradi wa Darts, Baraka Ally alimweleza Dk. Magufuli kwamba mradi unaendelea vizuri na utakamilika kwa wakati uliopangwa.

Hata hivyo alisema changamoto kubwa inayoukabili mradi huo ni uvamizi wa wafanyabishara ambao wamekuwa wakiweka biashara zao barabarani huku wenye teksi na magari mengine wakiegesha eneo la mradi.

Vile vile alisema kuwa kuna hatari kubwa ya Jiji la Dar es Salaam kukumbwa na harufu kali kutokana na wakazi wanaoishi karibu na barabara kujiunganishia kinyemela mabomba ya maji machafu na mifereji ya mvua.

Magufuli aliagiza watu wote wanaokwamisha mradi huo kuchukuliwa hatua kali, ikiwa ni pamoja na halmashauri kuwajibika katika hilo.
